Before 2015, if you wanted a refund, you needed to contact Valve and state your case. Steam started offering refunds in June 2015, setting up the system that you'll find in place today. So what is fair? What are the problems with the current refund system? And how can it be improved? Let’s dive in! Each customer is unique, as is the situation of each developer and publisher. In the case of Steam refunds, we have three main players: the customers, Steam itself (or Valve, its owner) and the developers (and publishers, in many cases). But this is the theory, and theory is a mirage of perfection. It builds trust, sets a quality standard, and avoids scams (from all parties involved). You will have to bear the direct cost of returning the Hardware.First and foremost, I believe a fair refund policy is a guarantee of good practice between customers and retailers. In any event, you will not incur any fees as a result of such reimbursement. If the purchase was made from a Steam Wallet, we will reimburse only to that Steam Wallet. We will use the same means of payment as you used for the initial transaction unless you have expressly agreed otherwise, or your original payment method does not technically support the refund. We will reimburse all payments received from you for the Hardware purchased and will also reimburse delivery charges for shipping the Hardware to you for the least expensive type of delivery offered by us, no later than 14 days after we or our agent received the Hardware. In that case, you may be liable for the diminished value of the Hardware due to its treatment while in your possession. This return program may not be available to you if the Hardware has been modified, abused, or is otherwise no longer in new condition as a result of your testing of the Hardware exceeding what would be possible to you when buying the Hardware in a retail store. To meet the cancellation deadline, it is sufficient for you to send your cancellation message before the cancellation period has expired and then send back the goods by following the instructions provided to you no later than 14 days from the day on which you communicate your cancellation to us.
